is the vanguard banner too strong in the gamemode?

I understand its a sidemode for fun, but that doesn't mean it should be to strong

the thing has what ( 4-5hp base and shield hp.)

for what is essentially baron buff minions.

can it be tuned down so its easier to kill or make it cost shards so the enemy team cant just plague it somewhere and make it super difficult to even defend? because it certainly does feel weighted in attacks favor at times.
