Banning not-OP champions based on your own comp doesn't make sense
It has always been the case that a few champions are the top of the ban list. If the game were completely balanced, we'd see an even ban rate for every champion. Unfortunately, it's not.
That's because any champion deserving of a top-ban spot outclasses other similar champions. They're a problem for every team composition because there is no similar champion that can match their strengths or even just their raw power.
For example, if your team is composed solely of AD champions-- which is already a red flag for your team since you ban before picking and can pick magic damage if needed-- then you might think Rammus is a good ban. But Rammus isn't in a situation where he can't be easily replaced. The enemies can just as easily pick Malphite or any other tank just to stack armor.
However, champions who remain top bans are the reverse case. They counter many others by nature of their unique kit. Who's a hard counter as Syndra, Orianna, Katarina, Brand, or Xerath? One answer: Fizz. Who else has an 8-second cooldown Zhonya's? No one. Who's a hard counter to any champion with weak jungle clear? Ivern. Who else can steal a camp in 1.5 seconds flat? Absolutely no one.
So the issue that the suggested 10-ban system presents is that it relies on a thought-process that has never once existed in non-professional play. Only in professional play do they have knowledge of the enemies they're facing to specifically ban out the picks of the team's weakest player, and likewise only in a full-team setting can players know if there is any specific champion that is higher priority than someone overpowered for a ban. And usually, that is not the case. Like with Galio, Rammus or Taric, no 5-man team is going to be stupid enough to make themselves vulnerable to a full-team counter. Therefore, the best option for a ban is always the champions that counter many others, not the champions who fall into a replaceable playstyle. The ten ban system they've suggested does not work for 99.9% of players.
