If i forget to pick a champ at champ select, .. should I be penaliszed?

Sometimes, I click accept after waiting in queue, even call my position and simply forget to select a champ as minimize the game and go browse the internet or something really quick.

Then I come back and realize I have to wait 6-15mins in penalty. Well I did not dodge as I did not close the game, I simply forgot to pick a champ. My intention is still to play, just forgot to pick a champ.

Should I be penalized the same way as if I had dodged?
