Make it melee only! Change nothing else about it.
It gets abused by long range AP mages that already have tons of utility. With this it wouldn't be.
With a melee only tag on it, the vaunted Boardekaiser would be fine, and champs that REALLY need it as well like singed and rumble still have access to it.
While we're at it lets also do that to mallet. Thoughts?

None abuse rylai better than eve. There is an argument to be made that cass abuse of the item is equal to eve's abuse of the item. But the cass players I tear to shreds tend to disagree.
Eve, as long as the kit remains the same, will always be the best abuser of Rylai and Sheen.

And are more limited in how it can be applied. Neither can do it at the rate of eve, or with the reliabilty of eve.

And both are visible and easily avoided for this reason. You get a say in whether or not Azir or Cass lands a slow on you via your positioning.
You do not get a say on whether eve applies hers. And her DPS is miles better than either of those champs, while her burst is comparable.
The bottom line is Cass and Azir and mages in general are more limited in how they can apply rylai and in 100% of circumstances it is only applied because of a positional error made by the opposing team.
Only eve is not reliant on a positional error by the opposing team to abuse the item, only eve has yi or jax level DPS while abusing the item, only eve is impossible to escape when she has applied the item.

Cass already has massive kiting potential though and with rylais just e's you for instant permaslow.
Edit: No idea why I talked about Cass. Malz does the same shit as her and brand though tbh.
Brands passive with rylais is pretty terrible too, and they both can do it from a pretty good distance in comparison to singed or morde.
