Zone the minions to your side of the lane, it's what most higher elo players do. Ever played jungle and been like "All your lanes are pushed I can't gank". Mhm it's that simple.
Btw don't respond with "But what if they freeze it?" then get some skill and learn to reset a lane.

Stop acting like Jarvan is uncounterable because he is VERY counterable. You clearly have been playing incorrectly against him and/or have been managing your lane poorly against him.
