With both items purchased you still only get 16.6 stacks per AA, taking you 6 AA so the 7th is loaded, which you will never get off since you are gonna Need to move all the time. Plus, you only get a cap of 1-3 stacks per 100 Units moved per second (if i didnt miscalc) so being slowed naturally decreases how fast you get warlords charged. all in all you are never gonna get a WL proc off every 5 seconds unless youre a 14/0 jinx
