Lucian players need to learn how to use his ult right....

Honestly, I feel Lucian can beat any ADC at all stages of the game if played right. Sure, Vayne/Draven and most ADCs outscale him late game, but he has a secret weapon.....his ult.

Lucian ult has 1000 range, and the damage is about the same as his AA per second. This means that you have the range advantage even on . As long as you land your ult outside of the target range, you while take no damage while killing them. Your E also gives you the ability to surprise them by dashing from a safe distance and ulting them. They have 3 options at this point. Engage you asap in hope to kill you first. Side step and lastly panic while running back.

A good Lucian will monitor how his opponent reacts and respond appropriately. If they decide to engage, Lucian can walk back while ulting to stay out of their AA range. He can also cancel the ult and AA if they are low enough to kill. He also has to be prepared for sidestepping targets. Using W before gives movement speed that helps tracking opponents trying to wiggle their way out of his ult.

What puzzles me is most AD Lucian under utilise his ult prioritizing his AA which puts you on danger range where they get killed without doing any real damage.
