So why does it scale to giving a bonus of 200 ad at max stacks? Thats more AD than having two item 3072s.

Because a lot of his kit's power is locked behind needing to get it to proc and having to build tanky to survive getting in range to even start proccing it. It provides a large amount of counterplay, as he has to either hit someone 5 times or kill them with an ultimate and hit them to even use it, and his opponents can play around that.

I don't play him, so I didn't really see the idea of his kit having the stat boost so high.
