Gargoyle Stoneplate should be reworked to be the Core tank rush item

Currently its the most niche thing to ever exist, and grants no health so it's CONDITIONAL armor/mr is useless.

Tanks also currently lack a rush for their core build, and are just functionally inept. All the tank items are lackluster, and only have one worthwhile stat on it.

Tank stats can be ignored so easily, we NEED good tank items. % damage and true damage exists fucking everywhere, dont cut it.

I want to keep the spirit of the item intact, while also changing it to be a core rush.

Unique Passive: Stone's Endurance When hit by a hard crowd control, reduce the duration of all crowd control on you by 30% (This includes effects that aren't reduced by tenacity)

Yes, juggs will build the fuck out of this item. That's the idea. They will sacrifice CDR on an item slot (Which doesn't come easy on tank items) and actually be able to do their job. Anyone who makes this item too effective should be nerfed individually, not the item itself.
