How is Singed after the RoA nerf?

I don't play much Singed but is he in a decent spot atm? I figure the RoA nerf is quite annoying since it's such a good sustain item for him (spends mana to get HP) and makes some of the more obnoxious lanes manageable. I'm actually surprised that even with the Ghost buff, Singed is still at 1% playrate.
