No... they've changed their passives up.

Passive: Heimerdinger's own health regeneration is exceptional and he grants nearby allied champions and H-28G Evolution Turret.png H-28G Evolution Turrets 10 / 15 / 20 / 25 / 30 health regeneration per 5 seconds. The effects of Techmaturgical Repair Bots will remain on allies for 5 seconds after leaving range and even after Heimerdinger's death.

where as in the past it used to effect Lane Turrets and himself as well.

Zilean's passive Increases experience gain of all allied champions within Heightened Learning's range by 8%.

where as it used to be a global and effect everyone on the map.

Heimers passive is fine? Definitely shouldnt make a list of 5 worst passives in game

They need to rework Heimer AGAIN. He's just... Not up to par. Yeah he's a lane bully early but that's it. Mid game you outscale him and late game he is worthless. His whole kit sucks. I haven't seen a good Heimerdinger. You have to put in so much work just to get the same result of a different champion that puts in less work.
