Was the goal of the jinx changes to nerf her?

Give her back the 5 ad she lost and maybe the full change list will turn into a small buff, as it is making her early AND late game weaker was not something tha should have been done to an already underperforming adc, the 5 ad nerfs her rocket form, W and R all game until lvl 18 where ir breaks even, its just not a good change for a champion that was supposed to get a net buff from those changes.
