To get rid of the current changed

replace with

Increasing the diameter range of his ult so you become a living gragas barrel (the ult barrel)

maybe a increase to the Q steroid.

His kit is one of the many that are out dated compared to "new champ syndrome" where you need to be shitting out utility and side effects.

Xin Zhao goes forward and poops on a champion. The stray from AP Zhao is nice but, they could simply change his ult to something more practical to rebirth his popularity.

Example: Crescent Sweep Xin Zhao attracts all nearby enemy champions, challenging all of them. Xin Zhao's next 3 basic attacks push back and stun for increasing stun duration and damage.

Would make his ult crap on two major targets rather than just being a nuisance.

honestly i feel the major problem he suffers from is indeed you are right, his ult does not feel that major, I feel if you gave him a more impactfull ultimate he would be a better champion that would not need insane number buffs
