Any champion below X (maybe 100?) amount of armor will not have armor pen or lethality applied to any incoming damage (except from masteries and runes). There is really no need for any extra armor pen or lethality with less than 100 armor in the first place.

Again, that's exactly the point.
It's supposed to make a squishy's base armor less useful, so they can be easily bursted when an Assassin catches them.
It's a little overtuned right now, it should be limited to melee assassins, but it isn't flawed in it's design.
