...Varus' hail of arrows was changed to a DOT. This would mean it consumed blighted quiver stacks per tick. Would that make him op? What do you think?

There are very few things that would make Varus op right now. Immobile carries are in a tough spot with all the assassins and tanks and there isnt much way to deal with them, thats why you see Ezreal, Lucian, Trist, and even Cait so much. I mean Jinx and Vayne can do really well too, but its just difficult to be consistent on them. Varus is actually in a bad spot too because he doesn't have the burst of others like MF or Draven and he doesnt have constant damage like Kog and Sivir. He is by no means straight up useless, but he lacks consistency.

The only thing I could see making Varus OP is if he could get 5 Blight Quiver stacks, then he would be able to Kill the enemy AD in about 3 seconds, which is about as long as it takes most ADs to kill each other.
