Did Ivern get over buffed?
Is he in a good spot? He went from lowest win rate, to highest. I find these changes quite dramatic. Id like some opinions.

It's a combination of the buffs, people finally understanding how to play him, and the jungle changes and how he now usually clears even faster than others thanks to not needed to deal with the larger camps.
hes amazing freelo right now with grail/redemption. id ban him second if rengar gets banned.
he wasn't really overbuffed (he kinda is tho) hes just too good in the new jungle where everyone else was nerfed.
you look at all his numbers, and nothing says broken, but rather what he offers is just so good and desirable. (hes not out poppin carries or being unkillable, infact hes easy to invade on, but in a team setting hes just awesome)
it'd be ok if they reverted his Q change (it got a lower cd)

One overlooked buff was Greenfather's Gift. For a champ that creates bushes, it's pretty heavy to deal 3% of target's current health on-hit from a bush.
His kit is powerful, but improved AI definitely helped a bunch too.
Combo this all together and you have a cocktail of a higher winrate. Though also with less people actually playing Ivern, the people playing him likely know his kit a lot better and the changes all around helped them do what they wanted.
If more people played him because of the winrate alone, it would definitely tank to a normal average I believe.
I think it has more to do with the jungle changes (his passive is more useful now that the jungle is a bit "harder") and the support item changes (Ivern benefits from cheaper grail, redempion, and locket/banner). The buff to his Q cooldown and daisy's early health was nice, but it wouldn't have changed nearly as much as the other preseason changes did.
He's very, very strong and sleeper OP. Sharing red and blue buffs that early on is such insane early game pressure, and his ganks are just brutal.
He won't be super popular until someone takes him into a tournament and does well with him - so abuse him in soloQ until he gets nerfed.
Of course he did. Riot buffed him when people had no idea what they were doing and now he's OP once people have figured out the optimal builds. He has nerfs on the PBE already for that very reason.
More like the new jungle severely hurting every other jungler and trashing their clear times. Meanwhile, Ivern doesn't give a fuck.
