As in I find it offensive that Vayne out damages me while building QSS third

Bortk/Shiv/QSS is two defensive items up against the traditional max damage build for ADCs on your other list...

So, either you're using a backdoor way of saying Vayne is broken or you're saying that its fine that Vayne gets to build more defensively early and still deal the same damage.

Given that tone doesn't carry in a text based medium, it seems likely to me that you probably mean the second... You should know a lot of people are going to actually think you mean the first of those choices.

It is one of the most defensively powerful offensive items, paired with an ADC who has a large amount of self-peel already.

Because people who play melees think it is good game design that adc's cant stand on their own two feet. Vayne has a kit with peel and builds peel. They dont like that very much. Its really very simple.
