Who takes stormraider's over thunderlord's?

It just seems like if you're the type of champ who can deal that much damage that quickly you would just want more burst instead of trying to stick to the enemy. It seems like a purely 'win more' mastery when you get to the point that killing a champion is trivial and you just want to style on enemies.

Jungle Graves uses it well with the gage build. Re-positioning while reloading is very useful on him.

It works on Nasus.

Nasus Mordekaiser Diana

Any burst champ with no natural escape really.

Fiddlesticks works well with it. when you ult in the speed helps you a lot more than a bit of extra burst.

Poke lanes/immobile mages, and 30% hp isn't really burst.

Ex: (Poke)

Zyra 1 seed + Spell (No mobility is her only flaw, and she has to be pretty close to the teamfight to maximize her damage, also good for running away) Sona Q + Powerchord Lulu E Q

Ex: (Immobile)

Annie (She's a sitting duck after a flash tibbers combo if anyone lives, so its good for retreating to wait for CD) Anivia Orianna (Isn't really a burst mage anyway)

Nidalee and Lux do pretty well with it too.

I'd assume Hecarim would want it. If he doesn't something's wrong (which wouldn't surprise me, I don't like him so far this season).

To the general point: Thunderlords procs once per gank / engage. Stormraiders will give you 4 more seconds of sticking power. If your champion is capable of doing sufficient extra attacks/spells in that time frame (and isn't concerned about the damage they take back, etc...) then perhaps stormraiders is a better choice. The 75% slow resist may also play a part in making it efficient against slow-heavy teams.

Almost nobody right now, because why would you want MS on an assassin when you can have burst (TLD)?

In the new patch, however, it might become quite useful on "trickster" type champions, the ones who like to get in and get out fast. Ekko, Diana, Zed etc. Just get in, do your burst, get out because you're almost unslowable, wait for cooldowns and all-in them.
