What? When was Cassiopeia every weak at all in the past year to ever warrant a single buff? She was one of the highest priority mid laners at worlds. Not sure what else to say. Sounds like a terrible idea, especially when mana regen runes are a bit overpowered right now (especially on Pantheon).

Because she has one of the lowest win rates of the midlane.

According to lolalytics, she's underperforming.

We are also past worlds, in which case balance priority starts leaning back into the Plat+ range of Solo Q balancing rather than focusing entirely on the competitive scene.

Not to mention that with the new Runes, we're in a completely different area of balance than Worlds. Literally a fundamental system of the game being entirely different. Using Worlds as a frame of reference is just, silly.
