why does NA get hextech weeks before EUNE?

Didn't Turkey get it before NA? :D

They're enabling it through the next few week to ensure quality service. Most of the time when new stuff is released ( Champion select is a recent big one ) sometimes things don't work and unexpected issues arise.

Most of the time people don't get that, and that's why some regions ( TURKEY ) got Hextech a MONTH before NA did. To ensure the program ran smoothly enough, with as little as no bugs intended. Not only that, to prove " Favoritism " is incorrect, last year Worlds was held in Paris, France. If NA were definitively favorites, Worlds, IEM, and ALL other tournaments would be in NA.

When do we get it?

We have so many annoying bugs with it right now that they want to work out before global release. Like half the time you get a chest it won't even tell you.
