It had a obvious cast range and could be outplayed by several options. It is good against the mobility creep because hard cc like that is rare and his new e is a joke for champions like kalista and co. Also the balance of his entire kit got destroyed by giving him the delay because the w is nearly impossible to hit without using e. So you need to hit an unreliable spell to hit another unreliable spell, thats bad. Champions mobility is a problem ourdays, all immobile champions need to get reworked and get several mobility boosts to even compete with this champs ourday. Its the wrong way to go and delete all this instant hard cc spells for this reason. We actually need MORE options like that. His old e was healthier for the game then the current one. The thing people here dont seem to understand is that its NOT necessarily bad if a champion has this sort of skill if his power is equal to other champions.You just need to shift the power till its fine in his kit, and it WAS fine. He had something he was good at, keeping this hopping squishy champions in place. ( and I say that as fucking riven main bro) Ourdays he does nothing other champions couldnt do 20x better because his kit simply doesnt work anymore. "its unfun to get 100-0 from him " Its always unfun to die, its also unfun to get kited from kalista into oblivion with every melee in this game without a chance of reacting. its stupid to take this as argument when we obviously have a BIG problem with mobility in this game. Or to get azir walled and jump 5 x back from it instead of 1 x because its coded horribly and he aces your team because of that. Old veigar wasnt horrible, he had a danger zone and he punished people for mindlessly going into that zone. He is immobile and he needs that to make him viable, he also is extremly easy to dive even with his old e. He punished bad positioning, kinda like one of these "juggernauts" just as a mage. Veigars rework was a complete fail and disaster gameplaywise for this reasons.
