Nerf protobelt for nuking people but not Shiv?

Both items meant for waveclear. why can adcs still nuke us for 60% hp with shiv when protobelt damage to champions been destroyed

egoSniper1 votesNuclear build seems to be quietly proving that damage scaling is a bit overnerfed in general. Shiv is amazing, Gunblade is amazing, Duskblade is amazing... yada yada. Now when's the last time you heard anyone say Deathcap was a must-have item for damage?
