Halve the base number of shots, and bring back the scaling with AS.

Then he won't be able to just do a full cooldown armor penetration build to spam his dash.

A few issues:

  1. The youmoos into cleaver build isn't as gimped as you're saying it would be because of the youmoos active and the fact that it does still get an attack speed item later.
  2. Back when it did scale with attack speed it still got more damage from building ad then attack speed.
  3. Even if it did less raw damage with that build, it still probably does more damage with the armor pen/shred.

If they want to nerf the ghostblade cleaver build, probably their best bet would be mana cost nerfs to q and e at later ranks to make him more dependant on essence reaver and I'm not sure if tying his success to that one item is a good idea.
