Did people really like the personal shops last time?

A bunch of the discounts are less than 50% so you're better off just waiting until that skin goes on a half-off sale. The skins chosen often go to your most played champions who you already own your favorite skin on. Your shop may not even have the highest tier discount due to bad RNG. And there's just really good odds that the only discounts that matter (50% and up) only are on skins you don't care to own anyways.

When people are sharing what their shops are, I find that I'd be happier with almost anyone else's shop.

I would like them more if I didn't get the absolute worst skins... I DON'T EVEN PLAY EZREAL WHY DO I KEEP GETTING HIS HORRIBLE SKINS

I didn't, but just because I got sheet I didn't want.

You win again, RNG.

I think the personal shops can do better next time. Since the new matchmaking system has been implemented, Riot now has catalogued data on what role you play most often and can use that data to better tailor the shop to you personally.

It already is. The skins you got discounts for should be champions you've played recently. They may not be your favorites, but unless I'm greatly mistaken, you've played them all within the last month, probably multiple times each.

The sales in this shop lean heavily toward champions you have high mastery on, and also factors in how recently you've played them.

Comparing my 6 discounted skins to my champ list sorted by Highest Mastery, without fail it went straight down the list, picking only champions I remember playing multiple times within the last 2-3 weeks (mostly during Ascension). It only skipped my top 3 (Lulu, Azir, Zac) because I own all of their skins already =P

No, no one liked it. It's an incentive to get players who never spent money on RP to buy them using the coupons. It's not that people actually like them. It's that Riot doesn't want to give away too many free things and still want you to spend your money. The best way to get people to spend money with which they don't know what to buy is to give them hook ups.

I am usually not willing to spend almost 10€ on a skin (unless it's Cassiopeia) because with that money I can buy a full game on steam, I don't think that price is justified and I have only spent around 60€ altogether on LoL.
