Riot's hatred of Evelynn; Never ending?

I understand God-Queen is difficult to balance [Remember the legendary Eve tier?] but is it really necessary to rub salt in the wounds? Recently 's double strike now attacks a secondary target if the first one dies.

This was the way Ravage worked back in the day after her rework and then pseudo rework. But for some reason Ravage no longer works this way. Why was this stealth nerfed passed ? was it intentional or some sort of horrible oversight?
