Wait so the passive shield keystone gives a shield based on enemy champs?

It says you gain a shield for 10+10 per level + 7%max hp as a shield for every nearby enemy champion after hard CC'ing an enemy champion. Shield lasts 4 seconds and has a 30 second cool down.

Does the shield stack up 5 times or is it just as long as an enemy champion is nearby and you hard cc them you get the shield?

Its a one-time thing, so in lane you make sure both enemy champions are within a certain AoE of your position upon hitting a CC

It can if you cc an enemy champion while their whole team is there.
