Can Fizz get a nerf please?

Every single game this preseason I see Fizz getting fed. I really don't understand how this champion has become the most broken mid lane champion in the game without any changes.

You cannot hit this champion with a skillshot because using E untargetable every 4 seconds is balanced in Riot's eyes. He gets fed every single game early and then proceeds to dominate every game with 20+ kills. He throws his shark from a screen away and then proceeds to one shot without being able to retaliate because you are slowed while he has E and Q gap closer. He has 53% win rate now. This is not just a low elo problem as a watch high elo streamers play against or with Fizz and the Fizz getting fed.

Kespa Cup is coming up in 5 days, so we the first proper taste to preseason and Season 10 meta and I fully guarantee you Fizz will be a pick/ban champion majority of games.
