@Riot Ghostcrlawer/Riot Meddler; Who makes the final call on balance decisions?

In a thread about 2-3 months ago Ghostcrawler made a joke about walking into the conference room with his martini and saying "NERF (Insert champion here)", taking a sip from it , watching his underlings scramble to do his bidding and then strut out of the room.

Edit: Found it.

But that doesn't mean I walk into champ designer meetings and say "NERF ANNIE!" then take a sip of my martini and peace out.

The joke was amusing but more importantly, it implies that Ghostcrawler is "The. Guy" when it comes to decisions, the "New Morello" rather than Meddler being the new Morello which was what I was led to believe.

Which one of you has seniority over the other? and don't tell me to look it up because I've googled it already and the titles you each possess are very nebulous at best. I want to know who makes the final call, who has authority over the other.

Pretty certain that's not how it works. They've said several times that decisions are made as a team; that way, blame can't be traced back to any one individual, which lowers harassment towards the employees

That's a lie. Someone has the final word, someone has authority.

Ghostcrawler is in charge of League design as a whole while Meddler is the head of gameplay. Neither of the two can split themselves into ten people and keep track of everything.

Since we know that rioters work in herds :^) we also know that they make decisions together. The balance team (Meddler's) is more than likely in charge of the nerfs/buffs while larger changes (like mid or preseason which can be direction-changing for League) spread to a larger area within the company, i.e. Riot more as a whole (so multiple teams that Ghostcrawler would keep organised).
