Especially when the champion cannot build CDR reliably. There is only 1 CDR + HP + AP together item called Protobelt. Liandry's and Rylai's don't provide CDR.

Most CDR items also have mana so he cannot build them. If he builds CDR + AP, he has no HP. If he builds AP + HP, he has no CDR. But you still keep his CDs really long. The only way he gets CDR is by building tank items then he loses damage.

For what it does, rivens E cd is actually pretty long. Same with her R. Q CD would be if she couldnt cheat it by holding her stacks. She is balanced around a 20% cdr rush and Caulfields - formerly Brutalizer.
