Some random number of patches ago... Actually I just went and checked, it was 5.1, the first patch after preseason ended:
"Champions receive less experience if the cleared monster camp is two levels ⇒ three levels lower than their own"
Except that's not even how the system worked, so those notes make no sense.
Has anyone worked out the new formula for jungle exp yet?

and all jungle camp is giving around 300 EXP (when cleared)

That would be wrong, because according to the patch note, one level lower used to equal 100% (which is wrong) and now 2 levels lower also equals 100%.
