How to fix all three support items

Relic shield: Healing now halved by any ranged champion that has purchased targon, shielding power now scales with max health.

Spellthief: Tribute gold and damage disabled when a minion is hit, disable duration three seconds, this item is meant for poke champion or those looking to play aggro.

Ancient Coin: Coins are only dropped when an ally is present with x range, coins only drop when minions are around anyways and anyone who takes coin is most likely a very passive laner like Soraka, Janna etc who will most likely spend their entire game next to their ADC.

So if I am playing Nami, drop my "Q" on a champ in a minion pile, my gold and damage is disabled? On Sona, i poke a single champ with "Q" the and other poke hits a minion, i also lose gold and damage ability?

Or Q through a minion to stun a champ with Bard, get no procs for your harass for the next few seconds.

Terrible idea.

Ancient Coin already works how you describe, since allied minions are qualified under the rules of Ancient Coin as 'allies'. If you're referring to allied champions, I can see junglers using this to maximise gold income when ganking.

As for Spellthief, you're ruining the entire concept of gold income for any support champion that has an AOE or multi-target effect. Janna, Sona, Soraka, Nami, Orianna, and so many more will almost never see Tribute gold unless they ONLY use single-target abilities, even with a 3s cooldown.
