I can already tell Senna is going to be a balance nightmare, why can't Riot realise the same?

Just as Pyke, Akali and Qiyana. It was pretty obvious to me since before release that their kits were going to be problematic, why can't Riot realise it beforehand? Do they even do it on purpose at this point?

i was on the senna hate train originally but after trying her in pbe i think its best to wait and see. i feel like her numbers are abit too low. allmost those vids showing her with 100% crit and 1k range are abit unrealistic. i also found her q healing to be subpar alongside its damage. i feel like riot will most likely end up buffing her q sometime in the future. her e is decent and so is her w. her ult is kinda underwelming outside of global snipes it really doesn't do much. the shield on it is incredibly low and scales up based on how many souls you have which is a problem in itself as while it gives her ult infinite scaling but it also screws it up in another way since this means unless the game goes on for 30 minutes long then senna's ult shield might as well not exist. overall i don't think senna will be as strong as many people thought. maybe her passive damage numbers could be overtuned in some situations but from what i've noticed the lack of attack speed scaling(alongside incredibly low base attack speed) and subpar numbers seem to have over-killed her. but again these are my thoughts after having played her.
