That sounds great if you've always thought of rageblade as the hybrid damage champ item, but I've always thought of it as the lynchpin of on-hit builds personally. Hybrid pen does nothing for Yi for example.

+18% to both stats is fine, but considering we have TWO hybrid items, one being rageblade itself, that 18% isn’t going to get us far.
With rageblade+gunblade you get 70 bonus AD and 105 bonus AP. Increased by 18% you have 82.6 and 123.9 (rounding up to 83 and 124 respectively). What sort of build do you need to take to maximize rageblade’s effects?
If I want to maximize the AP side while still being hybrid, I’d go something like gunblade, rageblade, nashor’s, void staff, rab cap. Base total AP is 375. Multiplying by both 18% rageblade bonus and rab cap bonus you will get 619.5 AP (rounding up to 620). This is decent, but insanely expensive and besides Kayle and Diana, not many can benefit off of this, and even then the build isn’t optimal for them.
In summation: the changes to rageblade are actually pretty bad.
