Why is Kleptomancy getting buffed?

Riot has a hot run right now. Ridiculous buffs to sejuani and ezreal. Vision nerfed even further. Ornn changes. Now this klepto bullshit.

Boy what a season we are heading into. Kai'sa getting buffed back again after one patch LUL

Kleptomancy doesn´t need to be removed though. It's part of a rune tree that revolves around bending rules.

Removing it would be like removing Electrocute from Domination, or Aftershock from Resolve.

The problem is that it presently doesn´t have any drawbacks, and bends the rules way too much.

Oh you got loot that isn´t the ideal thing for you i.e. grey elixir? You can sell it.

Cap the gold bags (0g to 50g, randomized), make item loots unable to be sold, revert all other nerfs.

If i remember correctly, riot wanted to buff klepto for general user while at the same time keeping the same power on his core user (ezreal in particular). I think this is just a straigh forward buff even to ezreal himself. Also with the W ap ratio (double tear build) and ult buff i think he would be god tier adc?

It's almost season 9 and they still haven't realized these masteries are a mistake

I wonder if the way Klepto is worded means that it is now an on-attack effect instead of an on-hit...

By the way they changed the tooltip, I believe they will decrease the chance to get items, at least for the first attack. If not, then I don't know what they really plan to do with it without making it broken.

I would assume that if the number they currently have (5 gold) could be tuned down to 4 or even 3 if it proves overpowered, or they could reduce the chance of getting random drops, or the drops themselves could change. We also haven't seen other details such as the timeframe in which these two attacks can be made, or the cooldown. Currently you have 10 seconds grace to activate klepto, before it goes on a 2 second cooldown.
