Why is it when a bruiser finally becomes viable, Riot immediately nerfs them?

Twitch has been broken for months; Xayah has been mostly pick ban for all of worlds, Maokai; Sejuani, and Cho'Gath are completely dominating; and yet somehow, finally Urgot is a decent level pick, Riot decides to nerf him. Not the shit that's been a problem for months, the guy who never even saw the spotlight.

Its what rito-chan does nerf lane phase buff late game. in a game where late game doesn't exist.

Riot seems to have this issue where they quickly nerf something that's breaking into the meta because they are afraid of wild meta shifts, but they buffed the champ in the first place so what was even the point of buffing it?
