Instead of buffing AP items, Riot is nerfing Rylies...A lot of mages will become obsolete
A lot of new mages/ rework mages have been designed with Rylies in mind. A lot of their kits simply won't work. Take 
for example. This is a control mage that does almost no controlling without Rylies. Victor E and R was reworked with Rylies in mind. Casseopia needs Rylies.
I thought mages were suppose to bring utility to the game after the mage update. They are going to have a hard time just functioning let alone bring utility. Have you seen these hyper mobile champs later? Camille anyone?
What about 
? You might as well delete him at this point. If you nerf Rylies, can you at least buff the other AP items?

Riot Axes noting Rylai's Crystal Scepter changes should be on the PBE soon - less cost, less stats, passive flattened out, etc.

The direction is going to be shrinking it down a bit - less cost, less stats, exact numbers still in flux a bit - and flattening the passive out to 20% in all cases, which makes it preferentially better on champions who can apply that slow repeatedly (or when it matters) rather than having the passive attempt to make it comparably valuable over many different types of AP champions."
