those are your intended targets for this buff correct? the buff itself is to broad and will hit those that dont need it,
j4 doesnt need this kind of buff neither do panth, MF, jayce, wu or garen
graves and lucian may or may not require such a buff but that isnt the issue

garen is at like just below 50% winrate.
the cleaver buff wont affect him much since the cleaver shred stacks poorly with his own armor shred on his spin. he gets less than 6% increase off it. its going to be more like between 3% and 4% more shred for him than he gets now.
dont expect this to have any actual impact on his strength.

garen is at rank 22 with 50.7% winrate.
the buff could increase his winrate by maybe half a % if hes lucky. big whoop. though other top laners are being buffed directly in relation to him aswell, so it might even go down.
wukong is pretty surprising to me, but hes building full lethality and his high winrate might be a result of him being a counterpick to the currently strong ranged top laners like jayce and teemo. well have to see what it looks like when more melee brusiers are played again.
pantheon was always an issue for top lane. he needs changes to hit kit anyway.

Reverting the cleaver nerf will help like a dozen or more champions
Some champions will abuse it, they will be adjusted accordingly
