Because I couldn't find a list of all cooldowns and don't currently have the time to make one, let's talk about the champions Adaptive Helm actually functions against. That is, those champions with spells that can have a cooldown lower than 4 seconds.

Those that come to mind are: Cassiopeia AurelionSol Azir Karthus {{champion:13} Rumble Taliyah

If there are any I missed who can get cooldowns below 4 seconds with 20% CDR (since the go-to item grants 20), please comment.

well you also have to factor in the dot magic champs or the ones that have multi hit spells such as Syndra Corki Singed Anivia Malzahar Brand Velkoz Katarina and etc
