Can we make in order to play a champion at ranked that you will need at least A rank 2-3 mastery?

This would solve SO MANY PROBLEMS that ranked games have right now..

I just played a game with a that he was playing first time AND I WAS FORCED to explain to this person how this champion kit work and guess what i have never play this champion i just told him what i was remembering from others that have play this champ..

The rest of the team just mute him and report him

And this is not just the first time that happens..

Plus the whole "Hurr durr the new champion is on LETS TRY HIM IN RANKED FOR THE FIRST TIME"

Now if you have play lets say 10 games or less you will have the rank 2-3 mastery so you have AN IDEA you still shouldnt play him at ranked but at least you will have an IDEA if you are such a good learner about champion kits of what this champion does

So can we make it like that?
