Banner of Command and Athene's suck even with huge gold efficiency because they're contradictory.
Banner of command is 116% gold efficient and has a very strong active. The reason it's not great right now is that it's active is anti-magic while it's stats are anti-physical damage. It has 60 AR, 30 MR, 400 mana, and 10% CDR. **Swap the AR and MR (adjusting for difference in value of MR vs AR) and it will instantly see use. ** Better yet, remove the AR entirely and give it HP or some other stat. The active is really only effective against primarily AP teams.
Then there is Athene's. It's insanely cheap and 106% gold efficient when you consider it's own Mana regen boosting your HP regen with it's passive. This item has multiple problems that make it ineffective and undesirable on any champion. The first issue is that champions who build mana regen have low base hp regen. Granting an effect that increases their own HP regen is pointless as they're the weakest target of HP regen in the game. Adding to that issue is the fact that only champions with healing and shielding can utilize the stronger passive. Again, these champions have horrible base HP regen and if they have a heal it makes the vastly inferior HP regen redundant.
The second issue is that the stats are simply bad, especially since the mana regen was severely decreased. Some champions used to like the 20% CDR and 150+% mana regen with a decent amount of AP, but to have 20% CDR and only 75% mana regen with almost no AP is not a good thing. It's inferior to other AP items, CDR items, mana regen items, and the passives seem good in theory but suck in practice, especially when you compare it to other support items which are also cheap and have much stronger passives and actives. The biggest issue is that the support role is oversaturated with CDR. Nearly all of your items give 10% CDR, so getting 20% CDR from 1 item is more of a bad thing than a good thing.
The final issue is that the blood well healing requires you to do damage in order to heal allies, and can't be used on yourself. The champions with half decent healing/shielding have poor damage and vice versa. Orianna might use it if not for the horrid AP, which she desperately needs to balance out her poor base damage. Karma could use it for quick CDR but she's better off with more AP or stronger utility active/passives. Sona has way too much synergy with all of the strong support items to ever consider it. Nobody that wants the stats can utilize the passives, and nobody that wants the passives can utilize the stats. **The hp regen effect should be completely done away with. I looked through the hp regen of every champion and there isn't a single champion that can heal/shield allies that has even remotely passable base hp regen. Give it back it's old 150% mana regen and missing max mana regen passive. With all of the strong healing/shielding support items, the blood well effect should honestly be scrapped and replaced with something else as well. **
