Do we really want to keep Rengar spamming spell to get move speed?

Patch 7.5 sees some nerf to Rengar.

For those who don't know, nerf and up over time make a champion balanced, but won't change how the champion works. ----> That mean the more this spamming spell to get move speed stays, the more he will be balanced around it. (Understand : You must do it to play your champion effectively)

Do we really want that ? he really looks like a monkey to me.
