Right now you just cannot kite him as 1/2 ppl as he'll just ignore whatever you throw at him and run up to you with 600 ms, you need a full team to do it.
Idk i dont think it was a good idea to give him a buff like that, he was mediocre but straight up removing supposed counterplay on such a binary champ that cant even missplay...

and juggernauts are generally supposed to be good in one on one encounters. you SHOULD be scared of him if he finds you in the jungle. still mediocre in team fights unless you have champions with only one CC like Taric

he was less than mediocre. he didnt even break 50% winrate in bronze. you could completely forget trying to make him work at any decent rating.
the misplay on garens part would be to miss the parry on the cc. so its actually possible for him to screw up mechanically on that one.
just keep in mind that he can parry most of a single cc ability now, and adjust.
