Everyone including Soraka. With Warmogs having it's heal percentage lowered to 2750 health, Soraka only needs a Redemption in order to reap the benefits now. They aimed to buff tanks, they buffed Soraka instead.

I'm actually loving this advice. Especially if she gets Ardent Censer your team is set up for some really savage healing, especially if their teamcomp has a lot of AP dmg.
Everyone in your team needs to buy the same 2800 gold item for "global" heal increase but only one person in the enemy team needs to buy the specific 800 gold item for "global" heal decrease. SOUNDS BALANCED.
If the enemy team is full ad, that would mean a bunch of wasted gold value in MR though....

But unless your playing a sup, a tank or bruiser, you lose a lot of damage
