its very high up on utility mastery that no AP carry will use, and so i cant see it being that Op to have 10% more mana for sacrificing 3 mastery points for.
As it is 5% mana is not worth 3 mastery points for utility.

Zair Umbras2 votesBack in S2, Utility was pretty legit for Ryze since the MPen was early enough in the tree to go with a full support tree and the rest into offensive. You were so tanky innately from the build that it didn't even matter if you had any in defensive. Them times were wonderful for Mid Ryze. Then again, Mid Eve also existed and both were mained by Alex Ich.

iainB851 votesFor whatever reason Riot seems determined to make utility masteries have minimal impact every time they "rework" them. Maybe season 6 will have what.... the 3rd mastery rework? They've botched it every time as far as I'm concerned.
