remove the phage passive.
its just like furor and you had to remove that. so remove phage.

That's what makes that item usable, and Furor (and all other boot enchants) were removed for an entirely different reason--not for that effect and certainly not because of furor. Most of the trouble was coming from Alacrity, Homeguard, and Distortion; almost nobody picked furor.
