Riven isnt that good for a early laner, unless you're playing singed or someone whos actually weak to her early game.
Talon is basically renekton or jayce, nothing melee can fight them except talon actually scales into the late game and is a roam god.

Compare riven to any of the actual early game lane bullies.
Jayce, Renekton, Pantheon, Talon, Etc.
Shes weaker in lane than all of them, and she has a lot of skillmatchups, she doesnt even have a lot of "on this lane is so easy" lanes, unless you're playing vs bad players, basically any melee that builds tabi can do well against riven.

She isn't weaker than talon, in fact talon doesn't choose when he can fight riven while riven has her free ways to engage/disengage/cc or shield, and this in fact makes riven stronger than any average laning phase champions
as for pantheon, pantheon stronger than riven in lane? how exactly is this going to be a thing? by making pantheon manaless and able to spam Q+W+E everytime riven jumps on him with a shield?
