because rend stacks are on-hit effects and hurricane applies on-hit effects

So are vayne's silver bolts and Caityn's passive we know why we wouldnt that to be a thing

it does work with Cait's passive, and as for Vayne it's listed in the tooltip "The rings are removed if Vayne attacks a different target or doesn't attack for 3 seconds." But it works with basically everything, Teemo's E makes all the bolts apply his poison, etc.

Because Vayne's Silver bolts are designed to work on one target at a time, if you change targets, the previous "bolts" dissapear.

can you read? attacking a new enemy cleanses the previous target of all Silver Bolts.
