It can negatively effect gameplay. It hurts some peoples' eyes, and it screws over some colorblind people. It's just safer to stick to something that works.

because ranked is meant to be competitive. Iirc, they don't put like the event minion skins in ranked either typically, or the draven day stuff.

When has a different MAP been an issue? I understand minions (as in some will be a bit difficult to tell apart) and the Draven heads were an extreme example. It's not as if you'll suddenly be playing worse because the map is slightly tinted blue.

Say that everythign that a normal person would see as several different shades of light blue all appeared as being white. If you were to suddenly start having to deal with this would you consider it fair facing an enemy with light blue colored abilities?

While this might not be the exact situation color blind people are dealing with it is going to give you an example of why it is not active in ranked and why there should be a way to disable it outside of ranked.

me personally? no, I'm not really gonna play worse. But that doesn't mean others won't. As everyone else has said, it could cause difficulty for people that are either colorblind or just have difficulty differentiating shades of blue.

because skins with snow effects basically have invisible spells on it

Exactly, On the new map, It strains my eyes very much especially at mid lane but hey i still love it.

Was sad when I realized this wasn't enabled in ranked. There's a slight rush i only get during ranked games and that's basically what I enjoy about the game. I'm excited for the map, but not enough to play norms just to experience it. Sort of like how I wouldn't play a really boring game just because I like a single character design.

It's because they want to keep the clarity as clear as possibly so you can have the highest level of experience when playing ranked.

It's not really an overlay. The server section you are in is the same for everyone, so everyone is on the same incarnation of the map. So turning it off = turning it off for everyone, which is what they've done for ranked.
