Is there any actual reason why teambuilder was locked to lv 25 and above only?
Why riot?
Do you even realize how much a mess blindpick? At least in ten builder you get the role you want and there is some degree of order.

I'm fairly certain they've said it's because they don't want newer players dealing with the meta while they figure out more basic aspects of the game.
I mean, the sheer amount of smurfs indicate they're probably gonna have to learn it quickly, but that's not encouraged.
New players often don't know how to jungle (it's complicated at times, with buffs and rotations and blah blah blah).
The meta isn't as strong when you're new and barely learning mechanics. Meta is for competitive play. Everyone started out catching caterpies and evolving them into butterfrees, not catching Mewtwo right off the bat. We got to start from somewhere.
And seriously, the queue times would be ridiculous because there would be no junglers and who knows if people even know how to support that early yet?
i agree and upvote it's for no reason in my opinion not to have team builder from lvl 1
It was probably having some kind of adverse effect on blind pick and draft pick populations and queue times. Or it possibly wasn't very effective because many players don't own hardly any champions at low level. Who knows for sure other than Riot.
