Why is Yasuo not balanced around PD/Tabi combo?

Seriously, it's one thing for him to be dishing out insane amounts of damage (which I'm fine with, there's a lot of counterplay to his kit), what I don't like is how much reduction he gets from just a couple of items.

Top lane against a melee AD? PD/Tabi first couple buys and Yasuo may as well be casting red smite on them the entire fight.

Mid lane? Buy PD and proceed to take away 100--150 damage off in an extended fight from the enemy

Not to mention, this is in combination with his shield that takes away even more damage.

How to shit on Yasuo.

Play a tank.
Build 1st item with start.
Watch him blow his shield each time he tries to poke.
Profit?

Conqueror makes the armor from both those items kinda bad, and he'll outdamage you in a long trade. He'll outdamage you in a short one too.

Also yas doesn't go tabis he goes zerkers because Conqueror makes hitting his Q less important so he can just smack you to death

Tell that to Garen. He'll auto grasp + Q after and that's a short trade for you. For extended pop W while E'ing back and assuming he knows his wave control and how to prevent Yas to use waves to cheese him, yeah, sure plus let's be real, yas has to E into your minion wave early cuz you won't be running up to him much and even if he's stronger before the item 3076 purchase you're trash if you manage to lose after that point.

Garen isn't a tank. Definitely not now. He's more of a bruiser. Yasuo doesn't do well vs the more meta bruisers simply because he gets out stat checked
